This is a note written by Drs Alicia and Tomas Torres, who devoted 34 years of their lives to work in indigenous communities in Northern Salta, connected to the governor's statements reported in the previous edition of this blog. Represents the informed opinion who formed and realistic to me, are real experts. Here is the note:
On the day of the date, a newscast awards Bs Salta Governor Dr JC Urtubey, have said that " deaths of children in the north of the PCIA is a cultural issue, not health or social, because the natives did not visit the hospital. " are professionals that we have played for 30 years in that pcia, and dated 3/9/2010 have risen to its Ministry of Health, a copy of the thesis to for master's degree in social policies
University of Salta on " power, accessibility and cultural differences in health-Iruya 1978-2008."
In this thesis, systematization and case study 30 years of the program of primary health care in communities from Salta , are based among other things, contrary to statements which ascribe Mr Governor, namely
ü That indigenous peoples when they are treated with respect and dignity by health teams, attend and readily accepted the official medicine practices. Similarly quickly drop out or refuse to attend, when subjected to overt or covert discrimination. Silence resist, because they are not and are not considered part of public institutions.
ü That health teams working with local people involved, are not part of health authorities and support, recognition and resources needed to sustain minimum performance health required by the Convention on the Rights of Children with constitutional status in our country.
ü That is economically feasible to sustain those benefits, with a minimum annual contribution of $ 150 per person, much less than the average investing public health system in our country and that governments do not want or can not assign indigenous populations.
ü That malnutrition in these communities, mainly socio-economic problem has not been reversed by any government in the last 200 years because indigenous peoples have been and remain subject to "social practices genocidal" even by those institutions or policies that refer to help. His eternal structurally poor condition proves it.
ü than sanitary malnutrition can be treated, controlled and reversed to a large extent, policies and decisions that Salta has been known but has not sustained. It is also possible to eliminate malnutrition affecting early childhood development irreversibly, if public hospitals have the necessary vitamins than any doctor in our country tells her patients.
or "dwarf racial" (which another official knew Salta coin), not an excuse for covert decision or disability, who have the responsibility and resources to solve such social violence.
